Membership in the Offshore Safety Task Force, an upstream offshore exploration petroleum industry fact-finding team established in the wake of the loss of the Mobile Offshore Drilling Unit, the Ocean Ranger.

Safety First, through its owner Fred Leafloor, provided direct research services based upon extensive experience working in the offshore environment and co-authored the Task Force Final Report.

Husky Oil Operations Ltd., Calgary, Alberta

Development of the Supervisor Safety Awareness Program and the delivery of this learning opportunity to Husky Oil sites in a number of locations across the Western Provinces.

The regulatory awareness section required four versions, one each for British Columbia, Alberta, Saskatchewan and Manitoba.

Mobil Oil Canada Limited, St. John's, Newfoundland

Conduct of a research project and Final Report regarding the use of specific technologies for marine evacuation from the then-proposed Hibernia Gravity Based Structure.

Husky Oil Operations Ltd, Calgary, Alberta

Development, in conjunction with the Loss Prevention Staff of the company, of the Safety Awareness for Employees, a training opportunity matching the supervisor's program. Delivery of this program was conducted by Husky Oil staff.

Canadian Petroleum Association, Calgary, Alberta
(now, the Canadian Association of Petroleum Producers)

Developed the Qualification Standards, Training and Certification (QSTC) Manual for the Canadian Offshore Drilling Industry, November 1990 Version. This document was, until its update in 2001, the reference manual for training requirements in the Canadian offshore.

LASMO Nova Scotia Ltd., Halifax, Nova Scotia

Provided long-term loss management consulting services for the initial development and start-up of Canada's "First Offshore Oil" commercial oil production project, the Cohasset-Panuke Offshore Project

Canadian Association of Petroleum Producers, St. John's, Newfoundland

Researched and developed an Injury, Equipment Damage and Environmental Incident Regulatory Reporting Matrix for offshore operations in the Federal, Newfoundland and Nova Scotia offshore petroleum jurisdictions.

Sable Offshore Energy Inc, Halifax, Nova Scotia

Using documentation materials provided by the Client, Safety First Industrial developed a training program for SOEI offshore personnel to learn the company-specific Work Permit System.

Safety First Industrial delivered this program, through subcontract trainers, to over 200 offshore workers on board the drilling units.

Home Support Central, Bedford, Nova Scotia

Developed and delivered a Fire-Safety Awareness program for homecare service providers as they work within client premises and residences.

Sable Offshore Energy Inc, Halifax, Nova Scotia

Working with the Client and the contract helicopter operators, Safety First Industrial developed the SOEI Helicopter Operations Manual for their offshore and onshore aviation activities.

Survival Systems Limited, Dartmouth, Nova Scotia

Developed and delivered a generic Safe Work Permit System Train the Trainer program for their teaching staff.

Dominion Diving Limited, Dartmouth, Nova Scotia

Conducted a premises and operations audit review of the Client's safety program and practices in preparation for Dominion to be assessed under the ISO 9002 standard. The Client was successful in gaining the certification.

Secunda Marine Services, Eastern Canada Towing
(and Various small businesses Halifax - Dartmouth area)

Provided Workplace Hazardous Materials Information System (WHMIS) training programs, based upon the Canadian Petroleum Association / Petroleum Association for the Protection of the Canadian Environment (CPA-PACE) training system.

Canadian Association of Petroleum Producers, St. John's, Newfoundland

Developed a matrix of lifeboat evacuation systems in current use in Canada's East Coast offshore areas and identified / evaluated current practices in lifeboat maintenance and in crew training and drills.

This work also identified the current regulatory requirements for the International Maritime Organization (IMO) under SOLAS, and the United States and Canadian Flag Administrations.

Coastal Ocean Associates, Dartmouth, Nova Scotia

Conducted a premises and operations audit review of the Client's safety program and practices in respect of the requirements under the Nova Scotia Occupational Health and Safety Act.

Canship Ugland Ltd., St. John's Newfoundland

Provided consulting services on the in-house development of the company Marine Emergency Response Plan.

Tested the Plan through the development and execution of a major emergency response exercise involving senior management, vessel response and external agencies.

Canadian Society of Safety Engineering, Kleinburg, Ontario

Authored elements of the Obligations and Legal Liabilities of OHS Consultant certification course for the Certified Health and Safety Consultant professional designation. These elements regarded: Duties of the Consultant; Report Writing; and Professional Ethics.

Rowan Companies (Canada) Ltd, Dartmouth, NS

Developed and presented WHMIS "Train the Trainer" sessions for in-house instructor development.

Developed and presented Onboard Emergency Response Team Training Program.

Developed and presented the Helideck Landing Team and Helicopter Landing Officer Train the Trainer sessions for in-house instructor development.

Workers' Compensation Board of Nova Scotia, Halifax, NS

Provided consulting services in the development of the Board's Occupational Health and Safety Program.

Developed an Action Plan for the integration and delivery of Risk Management philosophies and services within the WCB Client Services model.
